To prevent the introduction of foreign animal diseases and harmful livestock products into
Koreathroughimportedanimalsandlivestockproducts,theActonthePreventionofContagious
Animal Diseases designates the import-prohibited countries to ensure that animals and livestock
productsareimportedfromanimaldisease-freecountriesandrequireseventheimport-permitted
countries to comply with import sanitation requirements. Also, when these animals and products
arrive in the Republic of Korea (ROK), epidemiological investigation, real product inspection,
and disinfection are conducted to determine whether they are from the prohibited regions
stipulated in the Ministry of Agriculture, Food and Rural Affairs (MAFRA) notification ‘Import
ProhibitedRegionofDesignatedQuarantineItems’orwhethertheycomplywithimportsanitation
requirements, along with laboratory tests on animal diseases, component specifications and
residuesforlivestockproductsinaccordancewiththeSanitaryManagementofLivestockProducts
Act,toreconfirmtheirsafetybeforetheentrytothecountry.
The animals and livestock products imported to Korea through regular trade routes are under
controlinadvancethroughlaboratorytestsandimportbanincaseofemergency,butundeclared
products smuggled by international travelers are impossible to be controlled, and thus could be
the source of foreign animal diseases or zoonoses. In particular, among 23 million international
tourists entering Korea through ports and airports across the country on a yearly basis as a result
ofglobalizationandtradeliberalization,78,000arelivestock-relatedpeoplevisitinganimaldisease
outbreakcountries.Withinternationalexchangeofmaterialresourceandpeopleincreasingevery
year including the consistent entry of portable livestock products from risk countries (56,700
cases)andinternationalmail(8,737cases),therehasremainedriskfactorsfordiseaseoutbreaks.
Against this backdrop, the importance of border quarantine to prevent the entry of animal
diseases from foreign countries cannot be emphasized too much. Furthermore, with persistent
outbreaksofdevastatinganimaldiseasesinKorea’sneighboringcountries,suchasFMDoutbreaks
in 72 countries including China, Taiwan, Russia, Kazakhstan and Egypt, and AI in 18 countries
