On May 17, 2021, the Ministry of Finance issued Circular No. 33/2021/TT-BTC
stipulating the collection rate, mode of collection, payment, management and use of
fees in quarantine and plant protection activities under the Ministry of Finance.
Agriculture sector. This Circular takes effect from July 5, 2021.
Accordingly, the fee rates for the activities of plant quarantine and protection in the
agricultural sector are regulated according to the Fee Schedule below:
I. Fees for assessment and issuance of permits and certificates of pesticides
II. Fees for appraisal, recognition or designation, supervision of testing laboratories,
testing laboratories in the field of plant quarantine

1. Small shipment
2. Large batches of seedlings, grafted branches, grafted eyes, and cuttings are
calculated on an individual basis
