With the launch of the new Park Keunhye administration, the governmental reshuffle was
2012
carried out in March 2013. Two years after its establishment, the Animal, Plant and Fisheries
Quarantine and Inspection Agency has been relaunched as Animal and Plant Quarantine Agency
(QIA)withpartoffoodsafetyandfisheryproductdivisionstransferredtootheragency.
The newly established QIA strives to become the world’s best quarantine agency by fulfilling
its technical tasks, including the operation of HACCP system at the production levels (farms,
slaughterhouses, milk collection centers) and the imported beef traceability system; animals,
livestock products and plant quarantine; control and prevention of animal diseases; research and
developmentofveterinarytechnology;managementofveterinarymedicinalproducts;andanimal
protection.
Asaglobalquarantineagency,withthemissionof“aCleanKoreaofHappyPeople,”QIAhas
developed three major strategies: Communication, Choice & Concentration, and Collaboration.
‘Communication’ encompasses communications among our staff, with other agencies, with
the people and with global organizations. ‘Choice & Concentration’ means efforts to secure
unmatchedexpertiseinthefieldofquarantine,enhanceitsimageathomeandabroadandbuild
trust.‘Collaboration’meansachievingharmonythroughcollaborationwitheverydepartmentand
staffwithinQIA,thepeople,otheragencies,governmentministriesandforeignagencies.
The Annual Report 2012 will be the second and last report encompassing all the animal, plant
and fishery products. With best wishes for the success of the two separate divisions, this Report
has been published based on the last two years of efforts and accomplishments made by QIA.
TheReportonQIA’smajoroutcomesin2012willbepresentedintheKoreanandEnglishedition
andbedistributedtodomesticandforeignrelevantagencies.
TheAnnualReport2012,composedofninechapters,demonstratestheresultsoftaskscarried
outbyQIAduringthelastyear:(a)importandexportquarantineandinspectionofanimal,plant
and fishery products; (b) control and prevention of animal diseases; (c) surveillance, control and
import risk analysis of exotic plant pests; (d) sanitary management and safety inspection
of livestock products; (e) country of origin labeling and quality control of fishery
