TheAPQAachievedthefollowingmajoroutcomesin2017:
First,
the APQA laid the foundation to gain the initiative in the development of FMD vaccines by developing source
technology for FMD vaccines a year ahead of schedule. In addition, the Agency developed the world¡¯s first rapid antigen
detection kits for three serotypes (type O, A, Asia 1) of FMDV and applied the kits to the field, contributing to the early
eradication of FMD.

Second, the 12
Session of the Commission on Phytosanitary Measures (CPM) of the International Plant Protection
Convention (IPPC) was successfully held in its member country, South Korea, for the first time in its history, outside of
the headquarters (Rome, Italy). The meeting served as an opportunity to raise the country¡¯s global status in the plant
quarantine field by showcasing its capabilities in plant quarantine and protection to the world. The Agency also strengthened
international cooperation with the world¡¯s research institutions through animal disease diagnosis technology transfer and
joint research projects conducted at the OIE Reference Laboratories with institutes from the Asia-Pacific region.
Third, red imported fire ants were found at the Gamman Container Terminal, the Port of Busan in the preliminary
surveillance. In response, the APQA strengthened quarantine and surveillance of major ports by mobilizing available
manpower in collaboration with the Ministry of Oceans and Fisheries and the Ministry of Environment, and carried out pest
control rapidly to prevent the spread of red imported fire ants at the early stage.
Fourth, fresh agricultural products such as pears and tomatoes were exported to the countries in South America for the
first time, the export of chicken to Vietnam and Hong Kong suspended due to AI outbreaks was resumed, and quarantine
requirements of trading partners were relaxed to help increase the country¡¯s agricultural exports.
Fifth,
the APQA reduced the rate of euthanasia of abandoned animals by implementing and promoting the companion
animal registration system, and increased efficiency in the quality control of veterinary medicinal products by adopting
differential pharmacovigilance management.
The 2017 APQA Annual Report which demonstrates the efforts and outcomes made by the Agency for the past year
consists of six chapters and appendices: (1) Quarantine and Risk Analysis of Animals and Plants; (2) Control of Animal
Diseases and Surveillance and Control of Plant Pests; (3) Research and Development of Animal and Plant Quarantine
and Inspection Technologies; (4) Sanitation Control and Safety Inspection of Livestock Products at the Production Stage;
(5) Animal Protection and Welfare; and (6) Information Projects and Library Information Service.
As a national standard control and quarantine agency, the APQA will continue to establish comprehensive response
systems to deal with animal diseases and plant pests, conduct pre-emptive import risk analysis, build efficient border
quarantine systems, and develop user- and field-oriented animal and plant quarantine and inspection technologies to
become the world¡¯s leading animal and plant health and quarantine agency recognized by the public.
I would like to express my sincere gratitude for all the support and cooperation of agro-livestock farmers, producer and
consumer organizations, and the academia as well as all the APQA staff and editors. I hope the 2017 Annual Report to be
utilized as useful materials contributing to the growth and development of Korea¡¯s agro-livestock industry.
