Notification Requirements for Interstate Shipments and
Shipments to North Carolina
Greetings Nursery Program Subscribers,
Spring is officially here and shipping season is in full swing. Please be aware that
like Oregon, many states also have shipping notification requirements. Notifications
give state officials the opportunity to inspect shipments of higher-risk nursery stock
shortly after arrival to confirm that quarantine requirements have been met and to
confirm the absence of any pests of concern.
Please be sure to review the laws and regulations summaries on the National Plant
Board website prior to shipping.
Shipping to North Carolina?
Starting spring 2021 the North Carolina Department of Agriculture will be actively
enforcing their SECTION .1600 - PHYTOPHAGOUS SNAILS, which requires advanced
notification of shipment for nursery stock, other plant material and articles capable of
transporting phytophagous snails prior to it transiting to North Carolina.
Effective immediately, each out-of-state nursery found in violation will receive one
warning notification via email or mail (if email is not available) for the first violation
and a "stop sale" will be issued on the second violation and every violation thereafter.
The stop sale will require the material be returned to the shipper, sent out of North
Carolina or destroyed.

shipping needs. Please contact your nursery inspector or the main office should have
any questions.
